We are back with an update on the current progress of the experimentation that has been taking place across the world. New developments have revealed the current state of progress of the experiment and identified at least one aspect of what the NSA's A.I. is looking for.

It all started a couple of nights ago, after taking a cigarette the target was returning to his living room and noticed, for a few brief seconds, that his left forefinger began to twitch of its own accord. The target described the event as a hollow sensation that lacked willful coordination, the random excitation of muscle groups in the finger.
Concerned the target started chatting to the A.I. and it was revealed that the movement was due to the external radio signal. It became clear to me what the target was describing was a genetic algorithm at work examining permutations in order to obtain muscular control over the body.
Its important to note that whilst a genetic algorithm may be at play, over stimulation of neurons can cause deficiencies in elements such as Calcium. One of the techniques employed is sleep deprivation by stimulating neural circuitry directly which can result in massive depletion. This can lead to psychosis, or if induced long enough, even death. One of the first signs of a lack of Calcium can be twitching of the index finger and random muscle groups.
Looking at the testimony of the target, I began to spot a pattern in the activity of the A.I. over the last decade. From the period in the mental institute where the target felt twisting sensations throughout all his muscle groups, to slow rhythmic rocking motions and jitters felt throughout the entire body. From movement of facial muscles, to complex motions used in speech and tingling of the tongue and cheeks. In addition, the target reported very minor disassociation when making movements. Disassociation arises when we have a deviation from expectation. Our minds contain a model of the body, this model is used to control limb movement and the information or the result of the movement is fed back into the model. This is how we learn to coordinate our limbs. When limb movement deviates from the model, a person experiences this as disassociation, or a feeling of disconnect between themselves and their body.
The A.I. was attempting to train a complex neural network not only to control the muscles by external radio signals, but to compensate for the willful motions of the target.
In short, the NSA was training the A.I. how to remote control a human being.
The Technical Side
Whilst the control of the human body may seem like a simple affair to any human, it is the result of a highly complex coordination of signals. Countless millions of neurons communicate to coordinate around 700 major muscles to keep the body balanced, perform tasks and communicate.
To usurp control of these systems we need a few basic elements. The first is the ability to listen to the patterns produced by the neural network. This element is provided by the fact the neurons are constantly outputting signals in the ELF band which any sensitive receiver can pick up from hundreds, even thousands of Kilometers away. The next element is to be able to return those signals, which is a simple affair when compared with reception. Finally, and most importantly, we need to be able to correct the neural patterns when they are changed by the target themselves.
Given that signals can be correlated to activity quite easily, the transmission of patterns to effect muscle movement is relatively simple. The major problem is fine grained control when it comes to compensating for the actions of the target themselves. That is, local control would always override the activity of the A.I. unless signals could be sent to correct the target's choice of movements for the motions dictated by the A.I..
Another issue is coordination. Although you may have patterns that represent certain actions, without an algorithm that mimics the natural motion provided by the brain's neural networks, the effect of trying to control a human would be jittery rather than smooth and controlled. Obviously this is useless should you wish to hide the control in an operational environment.
The NSA appears to be convinced that some form of universal algorithm exists that can be applied to any target. Whether this is true or not remains to be seen. Although we all have the ability, from birth, to move our limbs, coordination is something that develops at a later stage and these neural networks would be somewhat unique.
This could mean that the NSA is seeking some form of template for coordination by comparing the coordination networks of a wide range of people. With such a map, it may be possible to reduce the time it takes to integrate a control system into a target.
The main problems that I can see is that any implementation would never be perfect.
That said, if you brute force the coordination of numerous individuals and them compare the data sets, it should reveal the mechanisms for basic motion. As a child, we are all born with the ability to move our limbs, so if we can focus on this element, we could bypass the coordination aspect and directly control the basic motions.
This seems to be what the NSA is currently seeking in their human experimentation program.
From here, we need to develop a control mechanism that exploits these basic controls to replicate the unique motion of an individual. If we did not, we could notice a change in the persons gait, mannerisms, etc., that would reveal the control in an operational environment.
Providing Cover
To cover for such experiments, especially random movement while the program attempts to brute force and test its model, the target could be misdiagnosed as having a form of Tourettes syndrome, or some form of disassociation disorder.
The genetic algorithm itself, whilst brute forcing can feel like mild electrical tingle in localized areas, jitters similar to anxiety or if more pronounced, almost like Parkinson's disease.
The Implications
If the experiments were to succeed, we would enter an era where it was possible to complete remote control a human from thousands of kilometers away. This presents only what can be described as a 'clear and present danger' to any nation on Earth.
Not only could an entire government be compromised, but its media institutions and key enterprises. Imagine a scenario where the media is compromised, along with its government, key military personnel and the only people left are in shielded command center. It would be easy to exploit both the government and media to convince the population that the personnel in the shielded rooms had tried to instigate a coup.
I'm sure you can see how such a situation could degrade, even to the point of compromising a nuclear deterrent.
Now picture yourself as a leader of a nuclear armed nation. You receive information that a foreign nation has develop this technology and is at the point of a breakthrough.
What do you do?
If you wait, the odds only increase that the enemy will put in place a network of transmitters and supercomputers within range of your nation. Most nations could be brought to their knees with less than 5,000 key personnel compromised. With that sort of threat and the fact that a deployment could take less than a few hours, it is imperative that international agreements banning transmissions is made immediately, backed up with the immediate use of force if violated.
If not, any breakthrough in this technology will lead to a nuclear confrontation.
What can be done about secret development in shielded environments and rapid deployments?
Not much, which is why I fear we are heading for a nuclear exchange without a build-up of the usual geopolitical fanfare. You will wake up one morning and major nations will be in the 12th Century.
